Mayor Zohran Kwame Mamdani cut the ribbon on June 10 at ANCP Morningside, a new affordable homeownership development in Morningside Heights. The project represents a major achievement for Mamdani’s Affordable Homeownership initiative and New York City’s broader housing agenda. As part of the administration’s “Block by Block: The Housing Plan for a New Era,” the project aims to reshape how the city builds, preserves, and owns housing while expanding affordable ownership opportunities.
City officials, developers, nonprofit organizations, and future residents gathered to celebrate the transformation of three long-vacant buildings into permanently affordable cooperative homes. The event highlighted how Mamdani’s Affordable Homeownership strategy can create long-term opportunities for working families across the city.
Mamdani’s Affordable Homeownership Vision at ANCP Morningside
The ANCP Morningside project converted underused city-owned buildings into 36 permanently affordable shared-equity cooperative homes. These residences give working-class New Yorkers a path to homeownership while supporting long-term housing stability, a central goal of Mamdani’s Affordable Homeownership agenda.
The development also includes two ground-floor commercial spaces. These businesses will help activate the streetscape, support local entrepreneurs, and strengthen neighborhood economic activity.
The city funded the renovation through the Affordable Neighborhood Cooperative Program (ANCP). The New York City Department of Housing Preservation and Development (HPD) manages the program and advances affordable ownership models that align with Mamdani’s Affordable Homeownership vision.

Rafael E. Cestero, CEO of the Community Preservation Corporation, said developments like ANCP Morningside help long-term residents build equity while remaining rooted in their neighborhoods.
Housing Protections Complement Homeownership Efforts
The Block by Block plan extends beyond creating new ownership opportunities. It also includes measures that protect existing homeowners and strengthen the broader goals of Mamdani’s Affordable Homeownership initiative.
The administration plans to establish a Mayor’s Office of Deed Theft Prevention to combat property fraud. It will also expand the Mortgage Assistance Program, which offers no-interest, repayable loans to low-income homeowners facing financial challenges.
The city continues to increase repair assistance and improve access to property tax exemptions for seniors and residents with disabilities. These measures help homeowners remain in their properties longer and support housing stability.
Officials also support accessory dwelling units (ADUs). These units can generate additional income for homeowners while creating space for multigenerational living arrangements.
